Rewrite rules?

I am not a rewrite-rule god, but looking at
http://ez.no/doc/ez_publish/techn...tual_host_setup/virtual_host_example

I see no indication of the "static" directory being referenced in the rewrite rules. This is the set of rewrite rules we are using, do I have to update it somehow? my hand-created /static/ dir keeps being empty.
